What Apple has done with macOS Mojave is to build something akin to containers so that a website’s tracking ability is effectively sandboxed and left to users’ discretion. But yes, it’s limited to Safari users.

However it is also to be noted that, Tor Project is looking at integrating Tor directly into Firefox.
